FIDE begins implementation of New policy regarding Federations owing Dues in arrears of 6 months




As was approved by the Presidential Board in Sochi, there will be a new procedure regarding Federations more than six months in arrears.

The present policy is that every six months at 30th June and 31st December, those countries that are deemed by the Treasurer to be more than six months in arrears, have services withdrawn and their players not listed on the FIDE website, until the arrears are paid.

The new policy, which comes into immediate effect, is that on 31st December the Treasurer lists on the FIDE website those countries that are deemed to be over six months in arrears. Until the arrears have been paid off, players from these Federations cannot participate in any FIDE events that are under the aegis of
a) the World Championship & Olympiad Commission or Events Commission,
b) Continental competitions that provide qualifiers to any of the aforesaid competitions.

Their names will still be listed on the FIDE website.
 Players on the Zimbabwean Facebook Chess group has expressed concern on the effect of this new policy on poorer Chess Federations ,  some said Kasparov would have done away with this policy if he had won the FIDE presidential election.
According to  Clive Mphambela  'This is meant to force Federations to support FIDE Financially, something which Gary Garry Kasparov was fighting against. We are not paying for appointing weak federations here, but we are now starting to pay the price for selecting a FIDE leadership that wants to take resources from where they are needed the most.'Gary Garry Kasparov wanted desperately to abolish these FIDE subscriptions altogether and instead get FIDE to raise corporate sponsorship to finance its activities. in Football FIFA is run by commercial money , not national federation contributions. Fifa gives Grants to smaller federations to support development of the sport and wanted a similar model. We are headed for difficult time ahead as poor federations. I already forsee a situation where Chess goes back to become a sport only for Elite nations and perhaps maybe ALIENS'
     The points made by Clive  are all very valid points although it is only hypothetical as to how GM Garry Kasparov would have achieved his goals of making FIDE a body run financially by Commercial money from corporate sponsors.
    Some Federations are considering having their players pay an annual subscription to the federation, however the question of transparency accountability, and also the benefits obtainable from the federation is a subject of discussion arising from such proposal, the issue of what the players stands to gain from the federation  will also be raised. What do the players who pay subscription fees to their respective federations stand to gain? The annual licencing fees as some may chose to call it must also be a reasonable amount of money that must be affordable. Payment of a yearly subscription is in practice in England and many other Chess Federations in the West.
          The pertinent question here is what are the best ways to promote chess , at FIDE level and at the Federation level? Is the new FIDE policy a recipe for hard times for poorer federation? how are the federations especially the poorer ones  going to adapt and survive under this new policy?

    If they don't owe FIDE anything, then we have nothing to worry about! But I won't be surprised if it came out that they actually do owe FIDE!52 mins · Like

    6.
    Arrears
    6.1
    A federation that is six months in arrears shall not receive services from the Secretariat and cannot bid for or organize any FIDE event.
    6.2
    A federation that is two years in arrears shall be temporarily excluded.
    6.3
    For no-service federations, all entries fees to FIDE Individual Competitions (World and Continental) shall be doubled. This will permit individual players from federations, which are not receiving services, to play in FIDE individual events
    6.4
    FIDE can request Continents not to allow member Federations to participate in Continental Team events when the Federation has services withdrawn by FIDE due to non-payment of one year arrears. Three months' notice shall be given to the Continent by FIDE after a proposal has been made by the Presidential Board. Members of Federations that are temporarily excluded shall not participate in any Continental event once a temporarily exclusion has been approved at the FIDE Congress.
    6.5 Continents can request that FIDE withdraws service to a member Federation that is in arrears with the Continent. A request must be sanctioned by a meeting of the Continental Board and forwarded to FIDE Secretariat. Ratings of that Federation will be withdrawn at the date of the next publication date of the rating list, and for other services, three months after the notice is received at the Secretariat.
